Some of Charlie’s responsabilities was being deploy into rivers, so it would swim upstream and collect water samples, bring it back to CIA, and the scientists could test it to see if there were things like, nuclear run off or a biochemical agents present in the water. Unfortunetly, the robot is not used anymore, but you can see it at CIA's Museum.
